duties and employ personnel as provided by the Nat

edure, but the uniform rules are not subject to ve

onal Assembly or a committee thereof or by reason
of any matter or thing submitted by a deputy by pe

s or impedes the National Assembly in the performa
nce of its functions, or which obstructs or impede
s any deputy or officer of the assembly in the dis

contempt is an offence under the criminal law, the
exercise by the National Assembly of the power to
punish for contempt does not bar the institution

establish committees necessary for the conduct of
its business, including committees to ascertain fa
cts and make recommendations to the assembly on a
