.1 The Federal government must establish schools f
or the provision of pre-tertiary education. The di
stribution, resourcing and operations of these sch
ools must demonstrate a commitment to quality and 
equality.{{br{}{L{I{{br{}{L{I531.2 Other organizat
ions including non-government organizations may es
tablish schools but they must be licensed and scru
tinised. The licensing and scrutiny arrangements a
re established by this legislation.{{br{}{L{I{{br
{}{L{I531.3 The Cyberian University, with consulta
tion and participation by other tertiary education
 institutions, must establish bodies to administer
-{{br{}{L{I531.3.1 Curriculum in federally run sch
ools{{br{}{L{I531.3.2 Licensing and scrutiny of pr
e-tertiary schools that are not federally run{{br
{}{L{I531.3.3 Procedures for admission to tertiary

niversity, with consultation and participation by 
other tertiary education institutions, may set up 
or fund any other body or activity that facilitate

 There is no requirement, for the purposes of the 
Cyberian simulation, to produce actual documents o
r set up actual bodies relating to pre-tertiary ed

d scrutiny of schools may involve any aspect of th
e school's delivery of service, including admissio
ns, curriculum and staff selection.{{br{}{L{I{{br
{}{L{I531.7. The procedures for tertiary entrance 
as established under this legislation may require 
the federal government to fund and operate assessm

ols must observe and uphold the rights of the chil
