ON ACT 1999{{br{}{L{I642.1 This Act may be cited a
s the Defamation Act 1999.{{br{}{L{I{{br{}{L{IObje
ct{{br{}{L{I642.2 The object of this Act is to ens
ure free and full debate on political questions in
Cyberia while preserving to everyone their right
to personal honour and reputation.{{br{}{L{I{{br{}
{L{IConstitutional Rights{{br{}{L{I642.3.1 This Ac
t must not be read to reduce any rights guaranteed
by the Constitution.{{br{}{L{I{{br{}{L{I642.3.2 T
his Act does not apply to private communications w
ithin Cyberia.{{br{}{L{I{{br{}{L{IProcedure{{br{}
{L{I642.4. A cause of action under this Act may be
pursued by issuing a statement of claim out of a
court of competent jurisdiction and not otherwise.

famation means the making of a public statement wh
ich has the effect of attacking the personal honou

br{}{L{I642.5.2.1 malice: or{{br{}{L{I642.5.2.2 re
ckless disregard for the truth.{{br{}{L{I642.5.3 T
he rule in Sullivan v New York Times remains in fo
rce.{{br{}{L{I642.5.4 The trial of an action for d
efamation must be before a jury.{{br{}{L{I{{br{}{L
{IRemedies{{br{}{L{I642.6 The remedies for defamat
ion are all or any of:{{br{}{L{I642.6.1 compensato
ry damages{z{{br{}{L{I642.6.2 punitive damages{z o
r{{br{}{L{I642.6.3 an apology in terms ordered by
the Court.{{br{}{L{I642.6.4 The rule of common law
distinguishing libel and slander is abolished.{{b

ion for defamation ceases 3 months after the makin

r{}{L{I{{br{}{L{INoting the violation of the Treat
y of Shirekeep by the person Jacobus:{{br{}{L{I{{b
r{}{L{IRecalling that the person Jacobus has repea
tedly unlawfully asserted sovereignty at various t
imes over the Kingdom of Morovia, the Virtual Comm
onwealth of Cyberia, the Solomonic Empire of Atter
a and other sovereign micronations:{{br{}{L{I{{br
{}{L{IFinding that the person Jacobus has frequent
ly used multiple and fraudulent logins to create t
he illusion of popular support:{{br{}{L{I{{br{}{L
{IAvowing that each micronation is the common prop
erty of the people of that micronation{z{{br{}{L{I
{{br{}{L{IAvowing that the form of government of e
ach micronation may only be altered according to t
he respective constitutional processes of the High
Contracting Parties{{br{}{L{I{{br{}{L{IAgree as f
ollows:{{br{}{L{I{{br{}{L{I1. The High Contracting
Parties shall, consistent with their domestic con
stitutions and laws, take such legislative, admini
strative and judicial measures as are necessary to
permanently exclude the person jacobus from their
territories and citizenship.{{br{}{L{I{{br{}{L{I2
. Any action carried out by the person Jacobus in
any of the High Contracting Parties is hereby decl
ared absolutely null and void and the High Contrac
ting Parties agree not to recognise any alleged re
gime headed by the person Jacobus or to give him a
ny aid or comfort.{{br{}{L{I{{br{}{L{I3. Any attac
k (by whatever means) conducted by the person jaco
bus against any of the High Contracting Parties sh
all be treated as an attack on all of the High Con
tracting Parties.{{br{}{L{I{{br{}{L{I4. The provis
ions of this Treaty and the measures required by A
rticle 1 shall apply to any login operated by the
person Jacobus despite any claim that they are sep
arate persons or enjoy sovereign immunity.{{br{}{L
{I{{br{}{L{I5. The High Contracting Parties agree
to exchange any and all intelligence they may hold
concerning the person Jacobus.{{br{}{L{I{{br{}{L
{I7. Each High Contracting Party shall designate a
n officer of at least ministerial rank. These offi
cers shall consult together as necessary to co-ord
inate action under this treaty and may recommend f
urther actions to the High Contracting Parties.{{b
r{}{L{I{{br{}{L{I8. This Treaty enters into force
